Note that the current stable release for cairo is still 1.6.4, 1.7.4 is the in-development version (which is in MacPorts as cairo-devel). Not sure why you were unable to download it, as I see the file just fine here. Maybe the server was having issues when you tried, so you might either try again or have a look at the ​fetch failures problem entry to get port to download from the MacPorts mirror.
