Please update gypist port to 2.8.2. Also, close #18507 and #17764.

GNU Typist 2.8.3 has just been released.
This release properly fixes a bug regarding rounding of error rates.
The previous version did not fix it properly. This version also updates
the outdated FSF contact info lines in all source files.
