`port upgrade outdated` fails with +fortran error for hdf5-18 port — at Initial Version

I issued the command

port upgrade outdated

At some point it failed, with the error:

`Error: +fortran requires a fortran compiler to be selected

Error: Unable to open port: `

Turning on debugging yielded:
