panda: get a functional installation

Now that rakudo is available, it would be nice to get panda working.

Here's a starting point that doesn't work properly yet:

Most likely we will have to work with upstream developers to get the installer behave in the desired way. For example, the build ends up with

(Alternatively we could wait for the official release of rakudo-star. After all, perl5 comes with cpan and a bunch of essential modules included as well.)
