Arpack configure failure

I just did a sudo port selfupdate after a long time not updating. My subsequent sudo port upgrade outdated failed with the following

--->  Configuring arpack
Error: Failed to configure arpack, consult /opt/local/var/macports/build/_opt_local_var_macports_sources_rsync.macports.org_release_tarballs_ports_math_arpack/arpack/work/arpack-ng-3.3.0/config.log
Error: org.macports.configure for port arpack returned: configure failure: command execution failed
Please see the log file for port arpack for details:
    /opt/local/var/macports/logs/_opt_local_var_macports_sources_rsync.macports.org_release_tarballs_ports_math_arpack/arpack/main.log
Error: Unable to upgrade port: 1

There seem to be some similar issues, but they are a few years old whereas this has happened only recently for me. I tried doing sudo port clean --all arpack but the same thing happened again.
