Error: Failed to fetch xar-devel: Subversion check out failed

After upgrading to macOS Sierra (10.12.3), went about updating macports and following migration instructions. Upgraded Xcode, CLT (agreed to terms), and macports base installer. Installation went perfectly. Go to terminal and issue sudo port self update, then sudo port upgrade outdated.

Got the Error: Failed to fetch xar-devel: Subversion check out failed

The relevant error message in the main.log appears to be:
