It's difficult to theorize why MacPorts has arrived at the checksum stage, thinking the distfile PyQt4_gpl_mac-4.12.1.tar.gz exists, when it does not.

Perhaps you could not fetch the distfile, but MacPorts thinks you did. (You didn't show the log from the fetch phase.)

Perhaps the reason why you could not fetch the distfile is because we did not mirror it. We are not mirroring distfiles automatically at this time; see #53347. I have mirrored the file manually now. It should show up publicly within an hour. Wait until then, then run sudo port clean py27-pyqt4 and then try again.
