failed to build rpm — at Initial Version

Description
Before installing the rpm, i installed manually Command Line Tool for XCode 12.2 and neon as a dependency of rpm. When i do port install rpm, it is not able to built.
sudo port install rpm

I tried also rpm54, but it's same.
