Assigning to maintainer. This looks like some other tickets where the problem was older autotools not setting MACOSX_DEPLOYMENT_TARGET appropriately.

I have been persuaded to deinstall heimdal (see #16424), so I have suddenly lost interest in this bug. But I started it, so I will provide more information if requested.
