rtorrent-devel bump to 0.8.3

rtorrent version 0.8.3 is released, bugfixes of libtorrent 0.12.3 go hand in hand with bugfixes/enhancements of rtorrent.

As said in the libtorrent ticket, i would also suggest making ipv6 a variant instead of a default compile setting.

BTW, what i forgot to say on the other ticket: Thanks for MacPorts, thanks to all the contributors, maintainers. It's great!
