subversion ports: update homepage, fix livecheck

Description
The current trunk Portfile for subversion fails to livecheck properly. Upon investigation, it looks like subversion moved its homepage from tigris.org to apache.org. Please find attached the output of "svn diff Portfile" - not a patch per se but certainly enough information to get these two minor issues fixed.

I believe your patch makes the master_sites definition incorrect.
Also, FYI, Subversion 1.6.x releases will continue to be made from subversion.tigris.org. Subversion 1.7.x and later will be released from subversion.apache.org.
