p5-snmp_session: upgrade to 1.13 and point to new home

The Perl module SNMP_Session moved to a new home on Google Code, and its most recent release was version 1.13 in November 2008.

I'm attaching two patches, one just to edit the whitespace, the other to actually update the portfile. The portfile changes are: (1) update to version 1.13, (2) volunteer myself as the port maintainer, (3) add a license tag, (4) update URLs to point to the new home on Google Code, (5) update the livecheck regex to work with the home page on Google Code.

Thanks, made whitespace changes in r73218 and updated to 1.13 in r73219. Note I removed the old download locations because they do not carry the current version of the file.
