Portfile attached.
NASA's CSPICE library. Build system is amazingly bizarre. Almost the entire build process had to be done manually through xinstall and system calls. Someone who really knows what they're doing should look over this before committing it.

could we put a versioned tarball of the distfile somewhere? Unversioned distfiles w/o distinct subdir both local and on the server tend to bring trouble in the long run (means next update);
