port should have an "ignore" switch for ports that should not be upgraded

In the event a port cannot be safely upgraded (perhaps it will break a dependency or perhaps no newer version will build properly) it would be useful to have a way to ignore it. Possible implementations: a simple .ignore file in the port's directory or a list in the conf directory.
