texlive_texmf-minimal-2007g0.tar.gz download speed

I try to install texlive with "install textlive" and then it tries to download texlive_texmf-minimal-2007g0.tar.gz from several servers, but no one seems to have the file:

Downloading in Australia was fluctuating between 1-4K/sec. On a machine in the US, I was able to download the same at ~300K/sec. The download from this machine back to my Mac was at around 2M/sec.

Could the OpenBSD mirrors be rate limiting international access? Is there anything we can do to alleviate this issue?

Are you sure you're using 1.7.0? Your output shows port trying the mirrors in exactly the order they were listed in 1.6.0. In 1.7.0, mirrors with lower ping times will be tried first.

Since I downloaded it manually and stuck it in the distfiles folder, this command doesn't appear to give anything useful. I'll remove it entirely and do this.
