The file in question does exist on the server ftp.freedesktop.org. I wonder why you couldn't fetch it. Are you able to connect to that FTP site manually? If not, can you connect to other FTP sites?

The URL is valid

---> Attempting to fetch MesaLib-7.8.1.tar.bz2 from ftp://ftp.freedesktop.org/pub/mesa/7.8.1/

This should definitely be a hit. I just verified it myself.

Maybe the server was rebooting or something when you tried...

It would be nice if there was a HTTP source for mesa in any case, since then it would be mirrored on our servers. Worst case, you can ask wms to upload it manually.
