x3270 lacks dependency on bdftopcf

Description

When I upgrade x3270 from 3.3.8 to 3.3.11ga6, initially the build failed with the following error.

:info:configure checking for bdftopcf... notfound
:info:configure configure: error: 'Cannot find bdftopcf'
(snip)

Upon installing bdftopcf, x3270 built and installed successfully.
