As per the ticket guidelines, the Port field should contain the name of the port, and it's not useful to cc nomaintainer.

The patchfile attached won't work as it is. There is a trailing backslash too much.
The patches themselves lead to further rejects trouble. I didn't try to debug this, instead hope that the original author reworks it. ;-)

The Mike Bombich patches are for rsync 3.0.7 while MacPorts rsync was upgaded to version 3.0.8 July 1st, 2011 (r80017).
Please update your ports tree:
$ sudo port selfupdate $ sudo port upgrade outdated
Last I check the Mike Bombich had more or less been applied upstream. Try the bbouncer fidelity test on 3.0.8 for fun :)
