scons 2.0.1: Update library dependecy to python27

Description

python27 exists as a package but scons does not provide any option to use it over python26.

To provide support for both:

  • Set library dependency to python 27
  • Provide variants for building with python26

I see no reason for a variant. Just switch to python27.
