Error: org.macports.configure for port boost-build returned: reinplace sed(1) failed

Error: Processing of port boost-build failed

Fix is identical to #35369

I edited "sources/rsync.macports.org/release/tarballs/ports/devel/boost-build/Portfile"

and replaced each "reinplace" with "reinplace -locale C"
