The sample video URL you provided no longer exists.
I updated vcs to 1.13.2 in r147958. If the problem persists with that version, report it to the developers of vcs so they can resolve it.

It doesn't sound like a bug with how the MacPorts vcs port is made. Please report the problem to the developer of vcs.
