avr-binutils: Update to version 2.23.1

Please see attached patch. I removed the patch file pr12161.diff as the bug is marked as fixed upstream. The configure.cflags is now simplified as most of these options are already given in the crossbinutils port group. The --build and --host options should not be necessary.

The error message I got without --disable-werror was different to the one mentioned, so I removed this comment. This is the error I encountered with -Werror:
