Description
Some improvements have been made to couchdb around directory permissions, local.ini handling, user/group creation, and javascript compilation options that have not made it to couchdb-devel. Those should be ported over to couchdb-devel as well.

Patch attached to bring couchdb-devel closer to couchdb. This patch is based off of the last patch in #37641 so please be sure that one is applied first.
