Can this be cleaned up a little? Remove unneeded commented out parts?
Removing commented out parts, that is something I am able to do.
Also, cpan2port was never updated for the unified perl portgroup. You cannot declare dependencies on the stub p5- ports. See other perl ports for how to declare dependencies.
I'll try to understand what a "unified perl port group" and stub "p5-" ports are and make some changes. But due to dependancies I have to begin with ticket #37752 and up until this one.

Apologize, I haven't seen the port field when I created this ticket. I think that it should be set to "p5-moo".
