Cal brought this up in comment:ticket:38198:6 and I had been thinking of it myself independently before, so I decided to open a separate ticket for it. Anyway, it would be useful to specify dependencies that are only used when running tests, such as expect, for example. (This is kind of similar to my request in #38112 btw, just for a different phase)
