Description
This modification was prompted by a recent comments on scikit-learn-general mail list: http://sourceforge.net/mailarchive/message.php?msg_id=30595200
No change in results of 1598 unit tests and doctests after moving site-packages/scikits and reinstalling without py-scikits-module dependency.
Also updates long description to correct package name and spelling errors

Replying to jdgleeson@…: Also, for searching purposes and name compatibility (scikit-learn on PyPI and scikit-learn rpms/debs) package will be moved to py-scikit-learn (see #36021), as done with py-scikit{s}-image in r104035. So, official scikit-learn docs must be adjusted accordingly.
