Here's a patch to implement proc handle_option-prepend whose functionality was ​proposed on the list.

Apparently this made the tests start to fail: ​https://build.macports.org/builders/buildbase-mtln-x86_64/builds/454

I did notice that those tests were failing but I don't see how this change would cause that. Also I can't reproduce it on my system so I thought it was something special to the buildbots.
