relax3d @1.0.4: change gcc variants, use gcc48 as default compiler

Description
I wonder if these require_active_variants fftw-3-single gcc4. lines are needed. The compilers should use a common libgcc (or compatible), right? So a dependency on the this should be sufficient.
I would also like to propose to use the +gcc48 as default, and maybe the use of the "Fortran Recipe" if appropriate here.
relax3d @1.0.4 (science, gis) Variants: gcc45, gcc46, [+]gcc47, gcc48
Last thing, the INSTALL states "Proj 4.7.1 or greater", so why not using proj @4.8.0 (gis) instead?

This port was updated to 1.0.5 in 2016 by [90ae3a9df8/macports-ports]; but the latest version is 1.0.7, released 2014-09-30. The latest heard from the maintainer appears to be their indication of interest as stated in the previous comment nearly 5 years ago; is the port really not abandoned?
