psiconv @9.8 distfiles have moved

The previous maintainer was hosting psiconv at ​http://software.frodo.looijaard.name/psiconv/files, but it appears as though since forgoing maintenance he has also restructured his website. As such, attempting to fetch the tarball from the software subdomain fails with
