Description

Python 2.4 is due to be removed at the end of the year. Its dependents thus need to switch to a current python version. Might as well set the license and install the README while we’re at it.

I actually made some aesthetic changes a few hours ago in r129705 and switched the bin-dependency fallback in r129706. I’ll rebase the patch.
