salt @2014.1.13_1 tries to use worksrcpath during activation

Description

If a package is installed from a pre-build archive, the worksrcpath does not exist. Copying files then does not work in the activation phase.

Recommend copying the necessary files into the destroot, then they'll be available for copying during activation.

Yes, assuming this is a duplicate. Let's keep this at #48398 which has logs and a potential patch.
