Description

If you are viewing 'port info rust' in a shell without some kind of UTF support set up, you see this:

                      preserve large-system integrity, availability and concurrency.

The offending characters can easily be changing to standard ones so that the description will look reasonable to everyone. See attached patch.

I'm inclined to say: it's 2015, UTF-8 isn't going away anytime soon – but then again we should probably properly support it and sanitize the output if your locale isn't UTF-8.

Anyway, Trac doesn't support multiple people in the owner field (speaking of this being 2015 :/), so I've fixed that for you to notify the maintainers via email.
