I followed the instructions at ​https://guide.macports.org/chunked/development.local-repositories.html exactly. In the end, I get this message when I do portindex 

Total number of ports parsed:   0
Ports successfully parsed:      0
Ports failed:                   0
Up-to-date ports skipped:       0

Is the documentation missing something?

And was your terminal in the root of your local ports tree when you ran this command? It needs to be.

Show us the contents of the directory you ran the command in, for example by running: 

find . -type f
