openssh-6.9p1 fails to build due to missing sandbox/private.h on OSX10.7.5

Description

Configure complains: 

configure: WARNING: sandbox.h: present but cannot be compiled

The build fails at: 

In file included from sandbox-darwin.c:23:
/usr/include/sandbox.h:98:29: error: sandbox/private.h: No such file or directory

It's possible to get it to compile by defining __APPLE_API_STRICT_CONFORMANCE when compiling sandbox-darwin.c (as suggested by: ​https://lists.mindrot.org/pipermail/openssh-unix-dev/2012-December/030895.html)
