mpv 0.17.0 update

Original description: I made a pass at updating the portfile for 0.15.0. Some notes:

• I added an api variant that installs the C API
• VDA was dropped in 0.12.0
• the following files are no longer needed: patch-video_out_opengl_hwdec_vda.c-disable-NV12.diff, patch-video_decode_vda.c-disable-HAVE_VDA_DEFAULT_INIT2.diff, config-maintainer-vda
• config-maintainer-vtb needs to be renamed config-maintainer to match this patch

Note, the revision line should be deleted because it starts at 0 when increasing the version and that is the default value.

Doh! Sorry. Here's a better patch. Applying with "patch -p 1 < /path/to/mpv-0.15.0.patch" should yield all the changes I described in my original description (as opposed to only including the Portfile changes).

Thanks for your effort. Updating mpv is a delicate matter, especially due to the many patches and because I want it to compile on both 10.6 and 10.7 still. That means also updating and testing on my 10.6 VM, which takes a long time...

Don't count on 0.15.0 during the next few days, especially since features have been dropped which I need to re-evaluate.
