ffmpeg has released 3.0 stable (possibly even 3.0.2), port ffmpeg should be bumped.

Indeed, but I'm going to call this a duplicate of #50694. See that ticket for the issues involved in the upgrade to the ffmpeg 3.0 series. All have been resolved now but VLC (#50697) so I expect to do the update to version 3.0.2 in the next day or so. Thanks for the kick and your patience.
