I'm also stuck because of this problem; I need v8 to use with Ruby, the Ruby libv8 gem fails to build, and the recommended workaround is to use the system v8, which for me means MacPorts.
Is there a technical reason it is difficult to update the Portfile?

The port does not have a maintainer. Presumably nobody has attempted to update it.
