PHP: Add both apache2 and apache24 variants

The current Portfile for PHP lists apache2 [current version 2.2.32] as a dependency. The current stable version of apache is 2.4.25. IMHO it would be a good thing if:

  1. apache24-devel was renamed apache24
  2. PHP offered variants for both apache2 and apache24.

No, that's not what we want to do. We want to make the apache2 port be version 2.4 and for the apache24-devel port to go away. See #50965.
