autogen @5.8.12 : Failed to configure autogen on ElCapitan

I have upgraded a Yosemite MacOS to ElCapitan and I was trying to install several ports from scratch. The problem is that for some of them I have an error when macports try to install autogen.

I have followed the instructions in #54112. I've created a local portfile repository and created a sub-directory to copy the Portfile in it. In this sub-directory I've created another sub-directory named "files" where I've put the 2 patches. During fetch it says that one requested URL does not exist. I am attaching the log file main2.log.
