unbound @1.6.4 builds with Clang 3.9 on SnowLeopard

Description

I created a local variant of Portfile and removed the limitation to Clang 3.4. The port built in both variants, the one with and the one without libevent.

Maybe this limitation is not needed anymore?

I've attached a patch that worked for me: it loosens the compiler restriction on Snow Leopard while still ensuring the default compilers are not used.

No, this was not necessary.
