Updates the version of repo tool to version 1.23

Without this update, you get this annoying error every time you run repo: 

 $ repo branch

... A new repo command ( 1.23) is available.
... You should upgrade soon:

Please provide Portfile updates as ​unified diff. That makes it easier to review your modifications.

The epoch only needs to be increased if the new version number is not considered numerically greater than the old one. I see no need to increase it for this update.

Thank you for the update, I am going to commit this along with a few other modifications to the Portfile such as adding a livecheck.
