Description

#39551 hasn't been touched in years, and applies to all new versions of clang. I don't have any strong preferences between making it a new port (ala "py27-libclang", or a variant "+python27"), but there needs to be a way to provide the clang.cindex module to the installed Pythons that isn't just downloading and building clang myself.

#39551 is specifically tied to clang 3.3.

Then #39551 should be expanded to include all affected ports, and this should be closed as a duplicate of that. We don't want multiple tickets for the same issue.
