wxPython-3.0 no mirror had wxWidgets-3.0.3.tar.bz2 for wxPython-3.0

Fetching "wxWidgets-3.0.3.tar.bz2" failed for all mirrors when trying to install wxPython-3.0.

By the way, my OSX version is High Sierra.

No wonder it's failing trying to fetch 3.0.3 from folder 3.0.2. I don't have a mac at hand at the moment, but yesterday at least fetching worked for me and from what I remember the buildbot builds succeeded, it's weird that the first bug report would happen after such a long time.

That said, this version is highly problematic anyway because there has been no official wxPython 3.0.3 release, so I expect problems if the version stays at 3.0.3. This was a side-effect of me not resolving issues from #54296 fast enough and someone else committing a not-tested-well-enough update.

No, the problem is not the hardcoded version 3.0.2. The problem is that wxPython should not be moved to 3.0.3 in the first place. I was away for 3 weeks and I'm working on a fix now. (See #54296.)

• The libc++ code and compiler blacklisting is now in the PortGroup.
• Fix livecheck.
