Excess dependencies in p5-mail-spamassassin

Description

Because the Portfile for p5-mail-spamassassin specifies only Perl versions 5.24 and 5.26, many of the dependencies listed as ports are in fact no longer needed as ports, as they have been part of the Perl Core since 5.10.1 at the latest OR (in the cases of IO::Socket::INET6 and Digest::SHA1) superseded by modules in the Core which SpamAssassin will use anyway if they are available.

Current p5-time-hires provides macOS specific fixes not available
in current core versions.
