arpack: installs a header called "debug.h" in ${prefix}/include that collides with the build of several ports

Description
arpack is called in on the build of octave, amongst other ports.
It installs a header called, unfortunately, debug.h right in the main include file directory, and this header collides with several other ports, so far doxygen and sheepshaver but I have a feeling this list is only going to grow.
This header should be changed to some better, more specific name. I would consider this an arpack bug rather than a macports bug or a bug with the ports it collides with.
