archive_site_local doesn't work at all

Description

Setting archive_site_local in macports.conf (or ARCHIVE_SITE_LOCAL in the environment) simply does not have any effect. This feature was broken two years ago in MacPorts 2.3.5.

There used to be three "extras" when specifying a class of URLs to portfetch::checksites, and in #52626 we removed the second "extra"—the svn.macports.org fallback—but we forgot to remove the second "extra" placeholder when calling it for archive_sites.

I will submit a PR to fix this.
