php5*-ftp: ftp_ssl_connect() unavailable

Description

Before php 7.0 [1], the function ftp_ssl_connect() is unavailable even if the php*-ftp extension is built with openssl. The ftp_ssl_connect() function is guarded by #ifdef HAVE_OPENSSL_EXT, and the symbol is not defined for MacPorts' php ports as php*-openssl is built separately.

Noticed this when checking whether old PHP extensions are compatible with OpenSSL 1.1 or not. I don't use php*-ftp myself.
