irctree, xserve-raid-tools depend on obsolete port netcat

netcat was replaced by gnetcat in 2017: [de0704d57c/macports-ports]

irctree is from 2008 xserve-raid-tools hasn't had a release since its initial commit in 2007 and the site no longer exists

Both would need patched to use gnc instead of nc; I'd just consider removing both.

irctree, xserve-raid-tools: delete ports

Ports depended on netcat, which was obsoleted in de0704d57c
over 2 years ago and removed in 0ce1dc2c96.

Ports were restored and moved off of nc: [7079d36386/macports-ports], [88ec31a181/macports-ports].
