It looks like osxfuse really does need Xcode, and should thus set use_xcode yes so users will be told to install it. Note that there is another issue building on Catalina which is covered by #59316.

You mean full Xcode? May be the way exists to tell all dependent apps to use osxfuse from osxfuse.github.io ?
