moreutils needs p5.28-xml-sax

Description
Updating moreutils to 0.63 on Catalina 10.15.4 (19E266) I get "Can't locate XML/SAX/ParserFactory.pm in @INC (you may need to install the XML::SAX::ParserFactory module)".
This was resolved by installing p5.28-xml-sax.

I can't figure out how p5.28-xml-sax could be missing; it is pulled in docbook2X which is used +doc as the default.

I was not using -doc, but if you're satisfied the package is correctly defined, I suggest we close this ticket.

I'm unable to determine how this could happen. Re-open if anyone can duplicate this issue.

Is the error coming from moreutils itself or from docbook2X? If the latter then this is a duplicate of #60423.
Thanks, are you by any chance using -doc? p5.28-xml-sax is pulled in by +doc which is the default.
